Anna Górczyńska serves as a Lecturer in the Department of Regional Studies at the Branch of the University of Lodz in Tomaszów Mazowiecki, Faculty of Law and Administration. She also holds the position of Dean's Representative for the Erasmus Programme at the Branch.
Dr. Górczyńska completed her legal studies at the Faculty of Law and Administration of the University of Lodz. During her academic journey, she participated in the TEMPUS program at the University of Münster and continued her studies at the Universities of Giessen and Bonn. She was a Bundestag scholarship recipient and completed an internship at regional lobbying institutions in Brussels. Her doctoral dissertation focused on European public procurement.
Her research focuses on Polish and European public procurement law, with expertise spanning public procurement principles, analysis of contracting authorities' needs, green public procurement, social public procurement, innovative public procurement, public-private partnerships, competition law (including bid rigging), and environmental protection law (covering atmosphere protection, water protection, circular economy, electromobility, and biodiversity protection with special emphasis on bees). She also researches sports law, particularly construction investments for sports facilities.
Dr. Górczyńska is the founder and director of the Public Procurement and PPP Centre, established in 2014 at the Faculty of Law and Administration, University of Lodz. This is the only research and educational center of its kind in Poland. Since 2018, she has also been the author and director of the postgraduate studies 'Public Procurement Law'.
Her notable achievements include:
- Establishing and managing the Public Procurement and PPP Centre - the only research and educational center of its kind in Poland
- Organizing international conferences in the field of public procurement in cooperation with leading scientific centers
- Implementing international scientific, research and educational projects (including those from the Horizon 2020 Programme)
- Managing the postgraduate studies 'Public Procurement Law', previously 'European Union Funds'
She currently leads two international projects: 'Fostering the innovation in the European habitat and e-health sectors through the Public Procurement of Innovative solutions to improve the European SMEs competitiveness' (HAePPI, Erasmus+) and 'Improved Environment and Resource Efficiency through use of Life Cycle Instruments for implementation of regional policies of the European Union' (LCA4Regions, Interreg). She previously directed the first University of Lodz project funded by Horizon 2020 on public procurement of innovative bio-products and bio-services. She collaborates with prestigious research groups including the Public Procurement Research Group at Nottingham University.
Dr. Górczyńska actively mentors students and doctoral candidates through involvement in the Public Procurement and PPP Centre activities, supervision of student research grants and scientific articles, guidance for the Sports Law Student Scientific Circle, and oversight of student groups participating in Public Procurement Moot Court competitions.
