Ann F. Thomas is the Otto L. Walter Distinguished Professor of Tax Law and Director of the Graduate Tax Program at New York Law School. She joined NYLS's faculty in 1995 after a 17-year career in corporate tax law at Fried Frank Harris Shriver & Jacobson and a fellowship at the Bunting Institute.

Professor Thomas specializes in tax law, with a focus on corporate taxation, income tax policy, and the historical development of the U.S. tax system during the Progressive Era. Her research advocates for re-examining tax policies affecting family structures and gender equity, particularly in relation to the marriage penalty in income tax codes. She also emphasizes the importance of tax literacy for citizens and international cooperation in corporate taxation.
