Dr. André de Hoogh is an Associate Professor in International Law at the University of Groningen's Faculty of Law. He holds a Ph.D. from Radboud University Nijmegen (1996) focusing on obligations erga omnes and international crimes. His research spans Security Council powers, UN peacekeeping, jus cogens norms, and the legal implications of armed conflict. Since 2017, he advises the Dutch government as a member of the Advisory Committee on Public International Law.
Research Interests: His work examines:
- State responsibility and aggression
- Legal frameworks for armed conflict
- Regulation of emerging technologies in warfare
- Climate change obligations under international law
- Immunity of state officials
- Transnational jurisdictional challenges
Teaching: He instructs courses on International Public Law, UN Peacekeeping, and International Institutional Law.
Recent Contributions: His 2023 work analyzed Ukraine's collective self-defense claims and climate obligations. 2022 publications addressed aggression prosecutions and state immunity reforms. He frequently provides expert commentary on ICJ rulings and geopolitical conflicts.
