Andrew J. Ziaja is an Assistant Professor of Law at the University of Baltimore School of Law. He holds a J.D. from the University of California College of the Law, San Francisco, an M.P.A. (magna cum laude) from Sciences Po (Paris Institute of Political Studies), and a B.A. with honors in history from the University of Michigan, Ann Arbor.
His research focuses on administrative law and governance, particularly their impact on labor and employment policy. He examines contradictions in debates about the legitimacy of the modern administrative state, combining historical methodology with jurisprudence to analyze workers' rights and global administrative law adaptations. His work bridges abstract doctrinal trends with concrete policy implications.
He has contributed to publications in the Pace Law Review, the University of California Law Constitutional Quarterly, and monographs from the Institute for International Law and Justice at New York University and Cambridge University Press. He co-authored Global Administrative Law: The Casebook (3rd ed., 2012).

Before academia, Ziaja practiced civil litigation, representing labor unions, employee benefit plans, and government entities.
