Andrew Flynn is a Senior Lecturer in Environmental Policy and Planning at the School of Geography and Planning, Cardiff University. With a background in policy analysis and environmental geography, he has established himself as a leading researcher in sustainable development policy, environmental governance, and food systems analysis. His work bridges academic research and practical policy implementation, particularly focusing on the Welsh context while maintaining a strong international perspective through extensive research on Chinese environmental policy.
Dr. Flynn's research interests span several interconnected domains: sustainable development policy making and implementation, environmental governance frameworks, food supply chain analysis, ecological footprint methodology, and circular economy transitions. His work consistently examines the relationship between state institutions and economic interests, particularly how these dynamics shape regulatory approaches to sustainability challenges. A significant portion of his research focuses on Chinese environmental governance, where he has developed the influential 'protean environmental state' conceptual framework to understand the evolving nature of environmental regulation in China.
His publication record demonstrates a clear trajectory from early work on food systems and ecological footprinting toward more complex analyses of environmental governance in both Western and Chinese contexts. Recent publications show increasing attention to urban sustainability challenges, climate adaptation, and the circular economy, with a particular emphasis on comparative analyses between the UK and China. This comparative approach has yielded valuable insights into how different political and institutional contexts shape sustainability transitions.
- Co-Editor of the Journal of Environmental Policy and Planning
- Member of the Defra Advisory Group on SCP evidence

Dr. Flynn has secured funding from significant sources including the ESRC (through the BRASS research centre), BIFFAWARD, and DEFRA. His research on the ecological footprint of Cardiff and the FA Cup Final represents innovative applications of sustainability metrics to urban contexts. He has also contributed extensively to understanding Welsh sustainable development policy, producing the Sustainable Development Effectiveness Report for the Welsh Assembly Government.
His work connects academic research with practical policy development through active engagement with government bodies including the Welsh Assembly Government and DEFRA. The research on Chinese eco-developments and environmental governance has created important bridges between UK and Chinese sustainability scholars and practitioners.
