Andrew Baker is Professor of International Political Economy at the University of Sheffield, appointed in 2016 after 17 years at Queen's University Belfast where he co-founded the Risk and Inequality research programme. He serves as co-editor of New Political Economy and previously edited The British Journal of Politics and International Relations.

- Crisis politics and economic transformation
- Tax justice and transparency frameworks
- Macroprudential regulation
Recent publications analyze tax governance innovations and corporate restructuring. Collaborative work with international organizations includes developing tax transparency principles adopted by the Global Initiative for Fiscal Transparency. Research has been featured in Financial Times, The Guardian, and IMF publications.
Awards include the 2021 UK Social Policy Association Award for Excellence. Current projects examine governance mechanisms for ecological transformation and normative principles for systemic risk management.
