Amy Gadsen is the Associate Vice Provost for Global Initiatives and Executive Director of Penn China Initiatives at the University of Pennsylvania. She oversees global engagement strategies across Penn's schools, including international student services, global research funds, and Perry World House. Previously, she served as Associate Dean for International and Strategic Initiatives at Penn Law, expanding global programs like the Global Research Seminar and Bok Visiting Professors Program. As an adjunct faculty member, she taught international human rights and rule of law.

Her research focuses on China's legal reforms, civil society dynamics, and grassroots elections. She has published extensively on democracy and human rights in China, with early work observing PRC grassroots elections in the 1990s. Her professional background includes roles at the U.S. State Department and International Republican Institute, alongside consulting for UN agencies.
Current initiatives include managing Penn's global engagement funds ($3M+ annual allocations) and coordinating interdisciplinary programs bridging law, technology, and health. She maintains close ties with the Penn Wharton China Center to advance strategic partnerships.
