Allan Rosas is a Visiting Professor in the European Legal Studies Department at the College of Europe. He has served as a Judge at the Court of Justice of the European Communities since January 17, 2002, and as President of the Third Chamber of the Court since October 2003, which includes permanent membership in the Grand Chamber since May 2004.

- Past Roles: Associate Professor of Public Law (University of Turku, 1978–1981); Armfelt Professor of Law (Åbo Akademi University, 1981–1996); Director of the Institute for Human Rights (Åbo Akademi, 1985–1995); First Vice-Rector of Åbo Akademi (1994–1995); Director and Principal Legal Adviser at the European Commission's Legal Service (1995–2001); Deputy Director-General of the Legal Service (2001–2002).
Research Interests: Allan Rosas specializes in international law and relations, with a focus on humanitarian law, human rights law, and comparative constitutional/administrative law. His work also emphasizes EU law, particularly its external relations, and he has contributed extensively to interdisciplinary legal frameworks.
Publications: He has co-edited notable works including A Citizens' Europe: In Search of a New Order (1995), The OSCE in the Maintenance of Peace and Security (1997), and Economic, Social and Cultural Rights: A Textbook (2001), reflecting his expertise in EU law, human rights, and international security.
Advisory & Representation: Rosas has represented Finland at international conferences and advised Finnish ministries, parliamentary committees, and organizations such as the UN, UNESCO, OSCE, and the Council of Europe.
