Prof. Dr. Alexander Proelß holds the Chair of International Maritime Law and Environmental Law, Public International Law and Public Law at the Faculty of Law, University of Hamburg. His research focuses on maritime commercial law, European/international law, and environmental law with particular emphasis on climate change mitigation technologies.
- Co-organizer of the 16th German Nature Conservation Law Day (2025)
- Principal investigator in EU Horizon 2020 project OceanNETs (€7.2M) since 2020
- Lead researcher in BMBF-funded projects GEOSTOR and Test-ArtUp
Research explores legal frameworks for ocean-based negative emission technologies, submarine CO2 storage, and marine resource governance. Current projects examine intersections between climate engineering, international liability regimes, and maritime spatial planning.
His work addresses transnational marine governance challenges, including Arctic fisheries regulation, UAV operations in EEZs, and marine geoengineering protocols. Key contributions include analyzing the 2018 Central Arctic Ocean fisheries agreement and developing legal roadmaps for sustainable ocean carbon management systems.
