Aaro Mõttus is a Visiting Lecturer in Constitutional Law at the University of Tartu's School of Law within the Faculty of Social Sciences. Previously, he served as Head of the Public Law Division at the Ministry of Justice (2019–2022). He holds a Master's Degree in Law (1996, University of Tartu) and is a PhD candidate in Constitutional Law (interrupted), focusing on parliamentary procedures' constitutional principles.
His research interests center on constitutional law, parliamentary procedures, and legal frameworks. Key publications include commentaries on Estonia's Constitution and analyses of judicial oversight and constitutional compliance. He has supervised four master’s theses on topics like constitutional limits of parliamentary committees and state information operations’ impact on individual rights.
His work bridges legal theory and practice, emphasizing constitutional interpretation and state institutional dynamics. Current research continues to explore Estonia’s legal and constitutional structures.
