James Clay Moltz is a Professor in the Department of National Security Affairs at the Naval Postgraduate School (NPS) and holds a joint appointment in the Space Systems Academic Group. His expertise spans Space Security , Nuclear Strategy , East Asia , and Russia , with a focus on international relations and regional security dynamics. Ph.D. in Political Science, University of California at Berkeley M.A. and B.A. (with Distinction), Stanford University His research emphasizes space policy , nuclear nonproliferation , and regional security in the Asia-Pacific and Russia. Recent publications like Crowded Orbits: Conflict and Cooperation in Space (2024) and Asia’s Space Race (2012) explore global space governance, military technology, and strategic cooperation. Professor Moltz has received prestigious awards including the 2023 David Williams Outstanding Professor Award , the 2015 Carl E. and Jesse W. Menneken Award , and the 2010 Richard W. Hamming Award . He has held leadership roles at NPS, including Dean of the Graduate School of International and Defense Studies (2020–2022) and Department Chairman (2018–20). He directed the Center on Contemporary Conflict (CCC) and the Project on Advanced Systems and Concepts for Countering Weapons of Mass Destruction (PASCC) , funded by the Defense Threat Reduction Agency. His work has been published in journals such as Nature , Asia Policy , and Strategic Studies Quarterly , and he has testified before the U.S. Congress on space and nuclear issues.
