Paul Roe is an Associate Professor in the Department of International Relations and the Doctoral School of Political Science, Public Policy, and International Relations at the Central European University (CEU). He has held this position since 1999, following earlier roles as a Visiting Researcher at COPRI and PRIO, and a Visiting Associate Professor at the University of Malta. He earned his PhD in International Politics from the University of Aberystwyth.
Dr. Roe’s research focuses on security theory, including strategic studies, non-traditional approaches, and critical security paradigms. Key areas include the security dilemma, societal security, securitization, and gender dimensions of security. His influential 2005 book Ethnic Violence and the Societal Security Dilemma remains a foundational text. He currently serves as Coordinating Editor of the Journal of International Relations and Development and previously led CEU’s Roma Access Programme (RAP), preparing Roma scholars for advanced studies.
His academic contributions span theoretical development in security studies and empirical applications, with recent work emphasizing ethical dimensions of securitization and gender inclusion. Roe actively supervises doctoral research in critical security theory, strategic culture analysis, and feminist approaches to security. His work bridges normative debates in security studies with real-world policy challenges.
Publications consistently address transformative questions in security studies, from the UK’s Iraq War decision-making to post-Yugoslav ethnic conflict analysis. His scholarship emphasizes desecuritization strategies for minority rights and the evolution of global security frameworks through European networks.
