Jose Matheickal

Dr. Jose Matheickal serves as Director of the Technical Cooperation and Implementation Division (TCID) at the International Maritime Organization (IMO), a UN specialized agency. He oversees four sub-divisions managing member state audits, technical cooperation planning, capacity development in developing regions, and partnership-building. He is an ex officio member of the executive board of the World Maritime University (WMU) and founded the Global Industry Alliance, a public-private partnership initiative. His career includes leadership roles in IMO’s Department of Partnerships and Projects, focusing on resource mobilization and major technical cooperation projects addressing marine environmental challenges. Dr. Matheickal holds a PhD in Environmental Engineering from Griffith University (Australia), MBA in Technology Management, and degrees from Kerala University and IIT Kanpur. He has over 100 publications and an international patent, specializing in maritime innovation, climate change mitigation, and technology transfer.
