Jill Center is an Adjunct Professor and serves as an Assistant Director at the U.S. Government Accountability Office (GAO), where she leads research teams to design and publish nonpartisan, fact-based reports for congressional oversight. Her prior roles include Deputy Director and Acting Director at the Health Resources and Services Administration (HRSA), lead analyst for GAO’s CARES Act-mandated pandemic oversight, and positions in the U.S. Senate Committee on Veterans’ Affairs, the National Institutes of Health (NIH), and the CDC Global AIDS Program in Nairobi, Kenya.

Before her federal career, she was the Administrative Director of the Cambridge Birth Center in Massachusetts, contributing to the establishment of a free-standing midwifery and doula services center operating in 14 languages.
