Kathleen Miller

Kathleen Miller serves as the Director of Academic Programs and Associate Teaching Professor at the Truman School of Public Affairs, University of Missouri. She oversees the Master of Public Affairs, graduate certificate, and Public Administration and Policy BA programs. Her teaching focuses on research methods for MPA students, Regional and Economic Development, and Capstone courses.

• Previously, she spent 15 years as Program Director at the Rural Policy Research Institute (RUPRI), a nonpartisan policy research institute addressing rural policy impacts.
• Her expertise includes federal rural policy definitions and their impact on program effectiveness, contributing to Congressional testimony on this issue.
• She has collaborated with Congressional Agriculture Committees and USDA on rural issues tied to the Farm Bill.

Her research interests emphasize policy analysis, state and local governance, and rural development strategies, reflecting her extensive experience in bridging academic research with policy implementation.
