Hong Liu is an Associate Professor at the Business School of the University of Shanghai for Science and Technology and currently a Visiting Scholar at the Center for Studies in Higher Education (CSHE), UC Berkeley. She holds a B.A., M.A., and Ph.D. from Fudan University, specializing in law, public management, and public policy respectively. Her research focuses on higher education policy, university governance, and comparative education systems. She has secured seven research grants from the Chinese Ministry of Education and Shanghai Education Committee, and her work appears in leading Chinese peer-reviewed journals. Her publications explore multidisciplinary themes at the intersection of education policy and institutional management, with a focus on global educational trends. While her recent articles in quantum computing appear unrelated to her primary field, they may reflect interdisciplinary collaborations or additional research streams. Grants and awards include seven funded research projects from national and regional education authorities. She actively contributes to academic discourse through peer-reviewed publications and institutional advisory roles.
