Hiroyuki Banzai is a Professor at the School of Law, Waseda University, where he has served since 2011 after holding an Associate Professor position from 2009 to 2011. He holds a Master of Law (1998) and Doctor of Laws (2016), both from Waseda University, where he also completed his undergraduate legal education in 1995. His academic specialization centers on Public International Law, with particular expertise in state responsibility, sources of international law, and disarmament/non-proliferation issues. Professor Banzai's research examines how international legal frameworks function in addressing state violations and resolving disputes, with special attention to East Asian contexts. His scholarly work bridges theoretical international law with practical geopolitical challenges, focusing on the application of legal principles to contemporary security issues. Banzai's recent publications reveal a strong focus on Japan's international legal relations with Korea and Taiwan, maritime security issues in the South China Sea, and the application of state responsibility principles to contemporary challenges including cybersecurity and pandemic response. His body of work demonstrates consistent engagement with how international legal principles apply to geopolitical challenges in the Asia-Pacific region. Among his notable recognitions is the Adachi Mineichiro Memorial Award (2016.10) from the Adachi Memorial Foundation for his 'Study on State Responsibility for Internationally Wrongful Act: Basic Problems of the Theory on State Responsibility.' Professor Banzai actively contributes to policy discussions through his membership in the Ministry of Foreign Affairs' Study Group for International Law since 2003 and as a Board Member of the Japanese Society of International Law since 2022. He has directed significant research projects examining the UN Convention on the Law of the Sea framework and the fragmentation of international law across human rights, environmental, economic, and maritime domains. His academic leadership extends to teaching courses across multiple faculties at Waseda University, connecting legal theory with practical applications in international relations and security policy.
