Kevin Milligan is a Professor of Economics and Director of the Vancouver School of Economics at the University of British Columbia. He holds affiliations with the National Bureau of Economic Research as a Research Associate and the C.D. Howe Institute as a Research Fellow. Since 2011, he has served as co-editor of the Canadian Tax Journal, contributing significantly to tax policy discourse in Canada. Milligan received his PhD in 2001 from the University of Toronto, following studies at Queen's University. His doctoral thesis was awarded the 2002 National Tax Association dissertation award, establishing his early impact in the field of tax economics.
