Pedro Quartin Graça is an Assistant Professor in the Department of Political Economy at ISCTE - University Institute of Lisbon and an Integrated Researcher at DINÂMIA'CET-Iscte, the Center for Studies on Socioeconomic Change and Territory. He is also affiliated with the Interdisciplinary Center for Marine and Environmental Research at the University of Porto. He holds a PhD in Public Policy from ISCTE, a Master’s in European Societies and Policies, and a law degree from the University of Lisbon, along with a DEA in Public Law from the University of Extremadura, Spain. His work bridges legal scholarship with policy development, especially in marine governance and sustainable development. His recent publications reflect a strong trend in maritime legal studies, particularly on the role of islands in continental shelf formation, submarine cable sovereignty, and the legal status of the Selvagens Islands. These works are grounded in the United Nations Convention on the Law of the Sea (UNCLOS) and contribute to national and international debates on ocean governance, maritime borders, and digital consumer rights. He has also participated in national and international advisory bodies related to vocational education, higher education accreditation, and public administration reform. His work is supported by extensive teaching experience in China, Timor-Leste, and Angola, reflecting a strong commitment to global academic collaboration. He is actively involved in research teams and centers including DINÂMIA'CET-Iscte and the Interdisciplinary Center for Marine and Environmental Research. His leadership in the Marine Governance program and editorial roles in maritime law journals position him at the forefront of ocean policy research in Portugal.
