Krzysztof Tomasz Niewęgłowski is a Lecturer at the Department of Public International Law, Faculty of Law and Administration, Maria Curie-Skłodowska University in Lublin. He holds a PhD from the UMCS Doctoral School of Social Sciences and completed postgraduate studies in Legislation and Parliamentary Training. Education: Graduate of UMCS Faculty of Law and Administration Current Role: Legislative expert at the Office of Expertise and Regulatory Impact Assessment (Chancellery of the Sejm of Poland) since 2021 His research focuses on cutting-edge intersections of public international law and space policy, particularly: Space debris mitigation frameworks Jus cogens obligations in planetary defense UN resolutions as legal instruments for space governance Artemis Accords and territorial rights Recent publications address state responsibility for space activities, legal aspects of asteroid mining, and international cooperation in space security. Scientific achievements include: LOTTO Foundation scholarship recipient Active participation in UN/ESA space law conferences Contributions to Springer's Global Encyclopedia of Territorial Rights He serves on multiple panels including the European Centre for Space Law and Space Generation Advisory Council, while maintaining practical legislative expertise in Polish parliamentary procedures.
