Perry Keller is an Associate Professor (Reader) in Media and Information Law at the Dickson Poon School of Law, King’s College London. He specializes in information privacy, data protection, and freedom of expression, with a focus on legal frameworks in Europe, the UK, the US, and China. Previously, he held roles as a lecturer at the University of Manchester and senior lecturer at King’s College London. He completed degrees at the University of British Columbia (BA), Osgoode Hall Law School (LLB), and Harvard Law School (LLM), with additional postgraduate studies at Nanjing University. His research addresses evolving media-state dynamics in the digital age, including biometric surveillance, AI governance, and cross-border data issues. He served as Vice Dean of Education at King’s Law School (2013–2016) and was a PC Woo Research Fellow (2018–2019). Teaching includes courses on Information Privacy & Data Protection and Transparency Law. His work contributes to global debates on data autonomy, regulatory harmonization, and ethical AI deployment. Key awards include the PC Woo Fellowship. Collaborations span interdisciplinary projects like the Centre for Data Futures and King’s Information and Intellectual Property Hub (KiiPH), focusing on privacy, GDPR, and IP regimes. His publications span over three decades, addressing topics from Hong Kong press freedom (1990s) to modern AI accountability (2020s).
