Zachary Shore is Professor of History at the Naval Postgraduate School and Senior Fellow at UC Berkeley's Institute of European Studies. A historian of international conflict, he examines how leaders assess adversaries and make decisions during crises. Educated at Oxford (D.Phil) with postdoctoral work at Harvard and Stanford, he analyzes judgment failures in foreign policy.
Shore's publications include books on enemy perception, decision-making errors, and America's moral struggles. His current research develops a 'history of judgment' in international affairs. Awarded the Berthold Beitz Fellowship at the American Academy in Berlin, he frequently contributes to Foreign Policy, Time Magazine, and scholarly journals. His analysis draws on historical cases to inform contemporary security challenges.
