Yumei Chen

Dr. Yumei Chen is an Associate Professor at the School of Public Administration and Emergency Management at Jinan University, China. She also directs the Center for Government Open Data and Social Innovation & Entrepreneurship. With a PhD in Management Information Systems from Macau University of Science & Technology, her career spans 15 years in IT companies like Apple, Founder Group, and TOONE Technology, where she held executive roles in software development and management. Her research focuses on e-Government systems, emergency management data infrastructure, and smart city resilience. She has conducted post-doctoral studies at Jinan University and was a visiting scholar at the University at Albany’s Center for Technology in Government.

Education includes a Ph.D. in Management (Information Systems) from MUST (2009), M.S. in Engineering (Computer Aided Design) from HUST (1996), and B.A. in Mechanical Design from Xiangtan University (1993).

Her research interests emphasize open government data standards, public opinion monitoring using big data, and simulation-based emergency response systems. Recent work combines AI techniques like neural networks and adversarial learning for applications in video analysis, content moderation, and biomedical imaging. Her publications span topics such as temporal action localization, multimodal content analysis, and fairness in AI systems.

Dr. Chen’s work bridges academic research and practical IT solutions, with contributions to both foundational AI advancements and applied government technology systems.
