Winfried Kluth

Prof. Dr. Winfried Kluth is a Professor of Public Law at the Martin Luther University of Halle-Wittenberg, where he has held a chair since 1999. He serves as Managing Director of the Interdisciplinary Scientific Institute for Cooperative and Cooperation Research (IWE GK) and heads the Research Center for Innovative Municipal Development and Public Services (FINKO). His academic career includes serving as a judge at the State Constitutional Court of Saxony-Anhalt from 2000 to 2014.

Prof. Kluth studied law and history at the University of Bonn and the University of Münster, receiving his doctorate in 1987 with a thesis on 'Limits of Municipal Competition Participation.' He completed his habilitation in 1996 at the University of Cologne with a thesis on 'Functional Self-Government. Constitutional Status. Constitutional Protection,' earning venia legendi in constitutional and administrative law, European law, and financial law.

His research focuses on public law, constitutional law, administrative law, and European law, with particular emphasis on municipal law, migration law, cooperative law, and intermunicipal cooperation. Prof. Kluth has made significant contributions to understanding infrastructure cooperatives, regional economic development, and the legal frameworks governing public service provision. His work bridges theoretical legal scholarship with practical applications in municipal governance and regional development.

Prof. Kluth's publications demonstrate a consistent focus on the intersection of law, governance, and regional development, particularly examining how legal frameworks can facilitate innovative approaches to public service delivery and regional economic transformation. His recent work has increasingly addressed challenges related to post-coal regional transitions, equal living conditions across territories, and cooperative models for maintaining essential public services in structurally weak rural areas.

Prof. Kluth holds several significant academic functions, including Director of the Interdisciplinary Institute for Medicine, Ethics and Law, Chairman of the Institute for Chamber Law and the Institute for Market Regulation and Professional Law, Deputy Chairman of the German Society for Legislation (DGG), and Senator of the Martin Luther University of Halle-Wittenberg. He is also Head of the Migration Law Research Centre (FoMig) and Chairman of the Expert Council on Integration and Migration.

As co-director of FINKO, Prof. Kluth leads research on innovative municipal development and public service provision, with particular focus on infrastructure cooperatives and intermunicipal cooperation. His work has established important connections between legal scholarship and practical governance challenges facing municipalities, especially in structurally weak regions. The research center collaborates with various institutions including the Research Institute for Social Cohesion (FGZ), the German Association of Towns and Municipalities, and the Competence Center for Social Innovation Saxony-Anhalt.
