Dr. William Pilkington is a Researcher at North Carolina Central University (NCCU), where he joined the Julius L. Chambers Biomedical and Biotechnology Research Institute (JLC-BBRI) in 2019. He co-directs the HOPE program in the research/community engagement offices and serves on the community engagement core of the NIMHD U54 RCMI grant. With 39 years as a public health officer in Cabarrus County, he is a nationally recognized public health innovator leading federal grant efforts exceeding $39 million.
His research focuses on public health, health equity, and community engagement. He leads health equity mapping for counties in NCCU's service area and develops public health infrastructure improvement plans for Region 7 local health departments. His work addresses food security, health screenings in medically underserved communities, and environmental health hazards including lead poisoning in daycare centers. He also investigates racial health disparities as a homeland security issue through presentations like his Ted-type talk at the Naval Postgraduate School.
Dr. Pilkington has received the Beacon Award, one of only 15 awarded nationwide by the Office of the National Coordinator for Health Information Technology.

He has secured over $39 million in federal grant funding, including a $16.5 million Beacon Award. Current projects include health equity mapping for NCCU service-area counties, public health infrastructure planning for Region 7 departments, and a joint lead-poisoning hazard assessment with RTI International. He has presented over 50 times at national conferences including APHA, NACCHO, and ASPA.
As co-director of the HOPE program at JLC-BBRI, Dr. Pilkington leads community engagement efforts focused on reducing health disparities through screenings, food security initiatives, and data-driven equity mapping in partnership with local health departments.
