William H. Itoh

William H. Itoh is an Adjunct Professor of Public Policy at the University of North Carolina at Chapel Hill and a Senior Advisor at McLarty Associates' Asia-Pacific practice. He has extensive experience in public service, including serving as U.S. Ambassador to Thailand (1995–1999), Executive Secretary of the National Security Council (1993–1995), and in various diplomatic roles across the globe.

Educated at the University of New Mexico (BA in Social Science, MA in History and Anthropology), he later attended the National Defense University as a Distinguished Graduate of the National War College (1991). His career spans the U.S. Air Force Reserve (1967–commissioned, active duty 1968–1969), academia (former Assistant Professor of History at California State University, Humboldt), and international trade advocacy.

Research interests focus on international policy, diplomatic strategies, and economic recovery in crisis contexts, reflected in his contributions to Thailand’s post-1997 financial crisis recovery. He holds leadership roles in organizations like the Kenan Institute Asia Board of Trustees and is a member of the Council on Foreign Relations.

Ambassador Itoh’s awards include the Department of State’s Charles S. Cobb Award (1998) and an honorary Ph.D. from Khon Kaen University (1998). His career bridges academia, military service, and high-level diplomatic engagement, emphasizing global policy and cross-cultural collaboration.
