Wil Hout is a Full Professor of Governance and International Political Economy at the International Institute of Social Studies (ISS) of Erasmus University Rotterdam. His work focuses on international political economy, regionalism, development policies, and governance challenges in Africa and Latin America, with specific expertise in Suriname and Uganda. He coordinates ISS’s participation in the EU-funded ADAPTED doctoral program and leads the Erasmus+-funded Creating Postgraduate Collaborations project involving universities across Europe, Kenya, and South Africa.
His research explores themes such as aid effectiveness, corruption in public service delivery, and police integrity. Notable works include Capitalism and the Third World (1993), Political Economy and Aid Industry in Asia (2014), and co-edited volumes like Handbook on Governance and Development (2022). He has held visiting fellowships at institutions including Murdoch University and Johns Hopkins University.
Wil Hout has contributed to over 200 publications across journals like World Development and Review of African Political Economy, focusing on governance reforms, aid selectivity, and political economy analysis. His recent work includes studies on Ugandan police accountability and Suriname’s competitive clientelism.
He served as editor of the European Political Science Review (2013–2017) and currently supervises three ADAPTED Early Stage Researchers. His research aligns with UN SDGs related to governance, sustainable development, and reducing inequality.
