Dr. Vincent-Joël Proulx is an Associate Professor and Director of the LLM (International Arbitration and Dispute Resolution) program at the Faculty of Law, National University of Singapore. His expertise spans international law, dispute settlement, counterterrorism, and comparative law. He previously served as Special Assistant and Legal Adviser to the President of the International Court of Justice (ICJ). He holds a DCL from McGill University, an LLM from New York University, and LLB/LLL degrees from the University of Ottawa.

Research interests include international legal structures for dispute resolution, state responsibility in global security contexts, and the intersection of national and international security law.
