He has been affiliated with CEU since 1996, progressing from Research Fellow to current roles including Lecturer (2000-present), Laboratory Head (2008-present), Director of OSUN's GeoHub Project (2020-present), and Director of the ISEPEI Project (2014-present), while maintaining significant collaborations with UN agencies (FAO, UNOOSA, UNEP) and tech partners including Esri, Google, and NASA.
His academic credentials include a PhD (summa cum laude) in Environmental Sciences and Policy from CEU, an M.Sc. in Environmental Sciences from CEU/University of Manchester, and an M.Sc. (with Distinction) in Applied Mathematics from South Russia State Technical University.
Lagutov's research centers on digital technologies and spatial analysis applications for environmental management, with specialized focus on river basins, water security, and disaster management. Through the ISEPEI initiative launched in 2011, he has pioneered global capacity-building programs training UN staff and public sector professionals in geospatial technologies for sustainable development, emphasizing climate resilience and ecosystem restoration in critical regions like Central Asia and the Ural River Basin.
Scientific Awards: No specific awards mentioned in source material.
Advising and Grants: As lecturer since 2000, Lagutov has mentored students in environmental modeling and GIS coursework. His major funded projects include:
- Global Environment Facility (GEF) funding for Central Asia Water and Land Nexus (CAWLN)
- FP7 Project ENVIROGRIDS for Black Sea catchment systems
- NATO Advanced Study Institute on watershed security approaches
- ISEPEI project funding through UN partnerships
Labs and Teams: He leads CEU's Environmental Systems Laboratory while founding the Azov Center for Watershed Cooperation (Russia) and Ural River Basin Project.
