Victor Madrigal-Borloz is a Senior Visiting Researcher at Harvard Law School and a Distinguished Visiting Scholar at the Williams Institute. He previously served as the United Nations Independent Expert on sexual orientation and gender identity from 2018 to 2023 and was a member of the UN Subcommittee for the Prevention of Torture (2012–2016). His expertise spans human rights law, legal frameworks combating discrimination and violence related to sexual orientation and gender identity, and international law.

He has held key legal and administrative roles, including Legal Director of the Inter-American Court of Human Rights, Head of Litigation and Registry Sections at the Inter-American Commission on Human Rights, and Team Leader for State and Law Reform at the Danish Institute for Human Rights. As UN Independent Expert, he authored 12 thematic reports for the UN General Assembly and Human Rights Council, which were published in international journals and informed global policy discussions on marginalized communities.
Contributions to international human rights include his work on law reform, torture prevention, and the intersection of state obligations under international law. His research emphasizes legal advocacy strategies and systemic protections for LGBTQ+ individuals and victims of human rights violations.
