Tuula Honkonen

Tuula Honkonen is a Senior Lecturer of International Environmental Law at the Department of Law, University of Eastern Finland. She is affiliated with the Faculty of Social Sciences and Business Studies and is a core member of the CCEEL (Center for Climate Change, Energy and Environmental Law). Her research focuses on climate law, multilateral environmental agreements, transboundary water governance, and water diplomacy. She actively contributes to policy analysis, negotiation simulations, and international legal frameworks.

Her work bridges legal theory with practical policy-making, emphasizing climate resilience, stakeholder participation in environmental governance, and sustainable development. Key themes include the role of the EU in promoting environmental sustainability through external relations and transboundary water cooperation. She has edited several volumes on international environmental law, including the International Environmental Law-making and Diplomacy Review series.

Recent publications analyze civil society participation in climate negotiations, the strategic use of water diplomacy, and legal frameworks for urban climate resilience. Honkonen’s research also addresses challenges in implementing international environmental agreements at national levels, particularly in contexts like India and Nordic countries.
