Toomas Plank is an Associate Professor of Plasma Physics and Computer Engineering at the Institute of Physics, Faculty of Science and Technology, University of Tartu. He has been with the University of Tartu since 1996, progressing from Assistant to his current position as Associate Professor. He also served as Director of the Institute of Physics from 2018 to 2026 and as Deputy Director from 2013 to 2017.
Dr. Plank earned his PhD in Physics (specializing in optics and spectroscopy) from the University of Tartu in 2002, with a dissertation titled "Positive corona at combined DC and AC voltage." He received his Master's degree in Physics from the same institution in 1995. He has also spent time as a French Government Grantee at SUPELEC (Paris High School of Electricity) in 1995 and 1997.
His research spans two main areas: plasma physics and e-learning quality assurance. In plasma physics, his work focuses on gas discharge phenomena, corona discharges, laser-induced breakdown spectroscopy, and plasma applications in medicine. His research in e-learning centers on quality assurance frameworks for digital education. He has published extensively in both fields, with over 58 publications including journal articles, conference papers, and book chapters.
Dr. Plank is actively involved in the academic community, serving on the council of the Faculty of Science and Technology at the University of Tartu since 2018, and as a member of the digital education quality working group at the Estonian Quality Agency for Education since 2024. He has organized several international conferences on functional materials and nanotechnologies.
His work demonstrates a unique interdisciplinary approach, bridging fundamental plasma physics research with practical applications in energy, medicine, and education technology. His recent publications show a continued focus on plasma diagnostics, ionization processes in various gas mixtures, and plasma applications in cancer treatment, alongside ongoing contributions to e-learning quality frameworks.
