Tomás Daly is a Professor at Melbourne Law School and holds key leadership roles, including Director of the Constitutional Transformation Network, Director of the Electoral Regulation Research Network, and Director of the global research platform DEM-DEC. He is also Associate Director of the Edinburgh Centre for Constitutional Law at Edinburgh Law School. His research focuses on law, policy, and democratic governance, particularly in young and fragile democracies, and the phenomenon of democratic decay. He has extensive experience in academia, government, and international organizations, including managing a $5m Council of Europe project on judicial ethics in Turkey and designing the African Judicial Network for the African Union.
His work spans global engagement in over 15 countries, including Australia, Ireland, Georgia, Sri Lanka, Kyrgyzstan, Lebanon, Palestine, Uzbekistan, and the Pacific. His recent research emphasizes constitutional design for resilient democracy and multi-directional democratic decay. Daly has collaborated with UN, Council of Europe, and other entities on rule of law initiatives. He teaches Constitutional Design and Democracy at the Melbourne Law Masters program.
