Dr. Tom Overmans is Associate Professor and Director of Undergraduate Programs at Utrecht University School of Governance. His research in public administration focuses on behavioral budgeting, cognitive biases in public decision-making, and innovative responses to fiscal stress. Current projects examine how cognitive biases affect politicians' budget preferences and public procurement practices.
His publications consistently explore behavioral dimensions of public finance, including micro-level budget behavior, consultant selection biases, and austerity implementation challenges. Methodologically, he employs experimental approaches and case studies to investigate public sector decision-making under constraints.
Awards include the Veni Talent Grant for research on politicians' spending behavior and multiple teaching recognitions. As education director, he oversees curriculum development and pedagogical innovation in public administration programs.
