Dr Tom Haines-Doran is an economist and policy fellow at the University of Leeds, affiliated with the Leeds University Business School and the Department of Economics. He serves as the West Yorkshire Policy Fellow within the Yorkshire and Humber Policy Engagement & Research Network (Y-PERN), and is part-time seconded to the West Yorkshire Combined Authority (WYCA), where he contributes to the development of the West Yorkshire Local Growth Plan.
His educational background includes a BA and MA in Politics, with a focus on International Political Economy, and a PhD in Economics centered on the political economy of railways. He is also an Associate Fellow of the Higher Education Academy, reflecting his commitment to teaching and PhD supervision in economics and politics.
Dr Haines-Doran's research focuses on economic policy, sustainability, transport policy, and political economy. His work emphasizes real-world impact, particularly in shaping public policy around infrastructure, climate, and economic development. He has published in CABS 3* journals and authored the influential book Derailed: How to Fix Britain’s Broken Railways, which critiques the UK’s rail privatisation and advocates for systemic reform.
The recent publications reflect a strong trend toward policy-relevant scholarship, combining economic analysis with urgent environmental and social concerns. His work bridges academic rigor and public discourse, particularly in transport decarbonisation, public ownership, and regional economic strategy.

He collaborates extensively with interdisciplinary teams across social and natural sciences to generate actionable research.
He is embedded in the Yorkshire and Humber Policy Engagement Research Network (Y-PERN), a collaborative platform between universities and local authorities in Yorkshire, designed to connect academic research with policy needs. Through this network and his role at WYCA, he plays a key role in shaping economic development strategy for the region.
