LTC Todd W. Arnold serves as an Academy Professor and Division Lead in the Army Cyber Institute at the United States Military Academy, where he integrates military cyber operations with academic leadership.

His research centers on network routing protocols, Internet measurements, network performance, and cybersecurity, emphasizing empirical validation for military-critical infrastructure resilience. This work directly informs his leadership in developing operational cyber capabilities.
Dr. Arnold established and leads the Cyber Solutions Development Detachment at Ft. Meade, MD, following multiple deployments as a network engineer with the 22d Signal Brigade during Operation Iraqi Freedom and assignments at Army Cyber Command. His applied research bridges theoretical networking principles with battlefield-ready solutions.
