Dr. Todd V. Royer serves as Executive Associate Dean and Professor at Indiana University's Paul H. O'Neill School of Public and Environmental Affairs. He joined the O'Neill School in 2005 and maintains a dual appointment as adjunct professor in Indiana University's Biology Department.
His educational background includes:
- Ph.D. in Biology from Idaho State University (1999)
- M.S. in Biology from Idaho State University (1995)
- B.S. in Animal Ecology from Iowa State University (1992)
As an aquatic ecologist, Dr. Royer specializes in water resources, nutrient and carbon cycling, and water quality standards. His research program investigates ecological and biogeochemical processes affecting stream and river water quality, with particular emphasis on agricultural landscapes where non-point source pollution threatens ecosystem health. Working at the land-water interface, his team employs field studies and laboratory experiments to examine nitrogen, phosphorus, and organic carbon dynamics. His research consistently demonstrates interdisciplinary collaboration across hydrology, microbiology, and aquatic entomology.
Analysis of his publication record from 2006-2021 reveals a progression from empirical biogeochemical research toward increased policy engagement, culminating in high-impact publications like his 2021 Science article calling for Clean Water Act reform. His work spans multiple scales from molecular processes to basin-wide nutrient management.
Dr. Royer holds several significant professional appointments:
- Science Assessment Team member for Indiana Nutrient Reduction Strategy
- Advisor for National Ecological Observatory Network
- Former Vice President of Society for Freshwater Science (2018-19)
- Long-standing member of Association for the Sciences of Limnology and Oceanography
He teaches Limnology, Stream Ecology, and Sustainable River Management courses. Previously chairing Illinois' Nutrient Science Advisory Committee, he continues to bridge academic research and practical water quality management through his active participation in state and national initiatives focused on nutrient standards and river ecosystem health.
