Todd Gilmer is a Professor at the Herbert Wertheim School of Public Health & Human Longevity Science at the University of California, San Diego. He holds a Ph.D. in Economics from the University of Washington (1997). His work focuses on health insurance/risk adjustment, diabetes care cost-effectiveness, and mental health services, with expertise in data analysis using large datasets like Medicare/Medicaid and national surveys. He leads research teams at the Health Services Research Center, collaborating with San Diego and Los Angeles County mental health departments.
