Tobias Bach is a Professor at the Department of Political Science, University of Oslo, Norway, and a Fellow at the Hertie School in Berlin. His research focuses on politics-administration relations and bureaucratic politics from an internationally comparative perspective. He leads the research group 'Policy, Bureaucracy and Administration' and co-chairs the COST Action 'Comparative Research on the Executive Triangle in Europe'. Prior to Oslo, he was a postdoctoral research fellow at the Hertie School and held positions at the Universities of Hannover and Potsdam, where he earned his PhD in 2013.
His work examines how organizational decision-making in public sectors is influenced by attention biases and non-coordination dynamics. He co-authored the 2019 publication exploring these themes. Bach is also actively involved in policy networks, co-founding the Norwegian Panel of Public Administrators.
His academic trajectory includes leadership roles in research initiatives and contributions to both academic publishing and policy-oriented analysis. His interdisciplinary approach bridges political science and public administration studies.
