Timothy W. Manning is a Research Professor at Georgetown University's School of Continuing Studies, specializing in Disaster and Emergency Management. He holds adjunct roles at the Center for Homeland Defense and Security (Naval Postgraduate School) and served as a Senior Fellow at the Atlantic Council. His career spans nearly three decades in crisis response, including roles as White House COVID-19 Supply Coordinator (2021–present), Deputy Administrator at FEMA (2009–2017), and Governor's Advisor in New Mexico (pre-2009).
