Stephen Flynn is Professor of Political Science and Founding Director of the Global Resilience Institute at Northeastern University, with affiliations in Civil and Environmental Engineering. A former Coast Guard officer with 20 years of active duty service, he is globally recognized for expertise in critical infrastructure and supply chain resilience. Flynn has advised U.S. presidential administrations and congressional committees on homeland security matters.
His research addresses critical infrastructure resilience frameworks, disaster recovery strategies, and policy solutions for enhancing societal preparedness against natural and human-made threats. Flynn directs post-disaster resilience assessments funded by DARPA, FEMA, and the National Science Foundation.
Publications consistently focus on resilience engineering principles, supply chain vulnerabilities, and community-based security frameworks. Research themes emphasize practical applications for disaster mitigation and recovery.
Flynn chairs the Massachusetts Port Authority Security Advisory Committee and serves on the Homeland Security Science and Technology Advisory Council.
