Tim Holappa is a Senior Lecturer in Administrative Law with a focus on social law at Uppsala University's Department of Law. He holds a juris doctorate in public law and specializes in the national implementation of social and economic human rights, particularly children's rights. His research addresses legal aspects of housing rights, child poverty, urban planning, and child protection systems.
Holappa's research employs both traditional legal methodologies and empirical approaches. Current projects examine:
- The intersection of children's rights and social child welfare systems
- Legal frameworks for children's play environments
- Implementation of adequate living standards for children
He teaches administrative law and social law in the university's law program and co-directs mandatory courses in the social work program. Holappa has co-edited significant academic works including The Convention on the Rights of the Child in Swedish Law (2025) and the fifth edition of Law for Social Work (2025), contributing chapters on economic assistance and children's rights enforcement.
