Thomas Miller is a health policy expert serving as a Resident Fellow at the American Enterprise Institute (AEI) and an Adjunct Faculty member at Duke University. With over 25 years of experience in government and think tanks, he has held key positions including senior health policy adviser for the John McCain presidential campaign and senior health economist for the Joint Economic Committee of Congress. He is also a member of the State Bar of Georgia.
Miller earned a bachelor's degree cum laude in political science from New York University and a law degree from Duke University. Before entering policy work, he practiced as a trial attorney in Atlanta, served as a radio news director in Anderson, S.C., and worked as a sportscaster in Charlotte, N.C. (including play-by-play for Davidson College basketball).
His research centers on regulatory barriers to choice and competition, health care litigation, and the political economy of health care reform. Key expertise includes health care consolidation, coverage for the uninsured, cost containment strategies, pre-existing conditions management, high-risk pools, Medicare cost-sharing reforms, and health insurance market mechanisms. Miller has published extensively in top policy journals and major national media outlets.
At Duke University, Miller teaches 'Shaping Law And Policy: Tools And Trends Of Health Care Advocacy', leveraging his deep government experience to train students in health care policy advocacy. His congressional testimony records demonstrate significant influence on legislative and regulatory health policy debates.
