Ted Bowyer is a Lab Fellow and Physicist at Pacific Northwest National Laboratory (PNNL), where he manages the Nuclear Explosion Monitoring and Policy program. With over 25 years of experience since 1995, he serves as a key researcher and scientific policy advisor for the U.S. Department of Energy/National Nuclear Security Administration on nuclear nonproliferation and treaty verification initiatives.
Education:
- B.A. in Honors Physics and Mathematics, University of Michigan – Flint
- Ph.D. and M.S. in Nuclear Physics, Indiana University
Dr. Bowyer's research focuses on nuclear nonproliferation, radiation detection systems, and nuclear explosion monitoring for treaty verification. His work directly supports the Comprehensive Nuclear-Test-Ban Treaty (CTBT) through radionuclide monitoring, noble gas analysis, and investigations into medical isotope production impacts on global radioactivity backgrounds. He specializes in developing technical solutions for detecting proliferation signatures and verifying international agreements.

Dr. Bowyer chairs the State Department's Interagency Verification and Monitoring Task Force Radionuclide Subgroup and the International CTBT Radionuclide Experts Group. He serves as the U.S. point of contact for the CTBT International Noble Gas Experiment and previously led DOE efforts in Fissile Material Cutoff Treaty negotiations.
