Sung-Wook Kwon is a Professor and Director of the Center for Public Service at the Department of Political Science, Texas Tech University. He earned his Ph.D. in Public Administration from the Askew School of Public Administration and Policy at Florida State University and has been a faculty member at TTU since 2008.

His research focuses on urban management, local sustainability, intergovernmental relations, and collaborative networks, with a particular emphasis on interorganizational dynamics and policy implementation. His work spans topics like market-based environmental instruments, fiscal preemptions, and police privatization, reflecting a multidisciplinary approach to governance challenges.
Recent publications highlight trends in local sustainability practices, interlocal collaboration, and policy punctuation theories. His scholarship has appeared in leading journals such as Public Administration Review, American Review of Public Administration, and Journal of Urban Affairs.
Scientific Awards:
- 2011 Marshall E. Dimock Award for best lead article in Public Administration Review
He serves on editorial boards of four journals, including Public Administration Review, and has contributed to advancing performance-based governance and collaborative policy frameworks. As director of the Center for Public Service, he bridges academic research with practical applications in governance.
