Sultan Tarlacı is a Professor at Üsküdar University's Faculty of Medicine, Department of Neurology. He is also affiliated with the Department of Neuroscience and contributes to Psychology and Behavioral Sciences. A distinguished neurologist and neuroscientist, he specializes in clinical neurology, electrophysiology, and neurophilosophy, with a focus on neurogenic dysphagia, EEG/EMG analysis, and quantum neuroscience. He founded and serves as Editor-in-Chief of the International Journal of NeuroQuantology, which has been SCI/SCI-E indexed since 2008.
- Atatürk University (MD, 1995)
- Ege University (Neurology Specialization, 2001)

His research bridges neurology, quantum neuroscience, and neurophilosophy, exploring consciousness, time perception, and brain-behavior relationships. Notably, he investigates neurological disorders (e.g., stroke, dysphagia) and quantum physics applications in cognitive neuroscience. His recent work includes EEG biomarkers, neuroimaging, and non-invasive brain stimulation for neurological rehabilitation.
Over 40 of his neurology/neuroscience articles are in SCI journals, with over 2,500 citations. His work spans quantum neurobiology, dysphagia diagnostics, and neurological treatment mechanisms.
