Steven Blockmans

Steven Blockmans is a Visiting Professor at the College of Europe (Bruges, Natolin, Tirana) across multiple departments including European Transformation and Integration Studies. He holds senior research roles at CEPS (Brussels) and ICDS (Tallinn), and serves as Editor-in-Chief of the European Foreign Affairs Review. His work focuses on EU external relations, defense union, and institutional reform.

• Formerly a tenured Professor of EU External Relations Law and Governance at the University of Amsterdam (2012-2022)
• Advisor to EU and G20 governments, and member of high-level policy processes with Russia, Australia, India, Mexico, and the UK
• Testified before the European Parliament and UK House of Commons on foreign affairs and trade

Research interests span EU legal frameworks, global governance, and regional integration strategies. He has authored/co-edited over 20 books, including landmark analyses on the EU’s Neighborhood Policy and Common Foreign and Security Policy.
