Dr. Stephen P Mattingly is a Professor of Civil Engineering at The University of Texas at Arlington (UTA), where he has served since 2002. He holds a PhD in Civil Engineering (Transportation) from the University of California, Irvine. His primary research interests include transportation planning, decision and risk analysis, public health performance measures, and infrastructure resilience. He has led numerous federally and state-funded projects, including studies on transportation equity, autonomous vehicle impacts, and winter weather operations management.
Dr. Mattingly's work spans academia, research, and policy. He has contributed to the Transportation Research Center for Livable Communities and the National Institute for Transportation and Communities (NITC). His teaching focuses on transportation engineering, analytical models, and bicycle/pedestrian facility design. He is a member of professional societies such as the Institute of Transportation Engineers and the American Society of Civil Engineers.
Key achievements include developing methodologies for evaluating transportation funding alternatives, assessing public health impacts of infrastructure, and advancing safety measures for vulnerable road users. His recent projects address equitable disaster evacuation strategies and the role of technology in traffic signal optimization. Awards include a Dissertation Fellowship from the University of California Transportation Center (1999).
