Stefan Bruni

Stefan Bruni is a Lecturer and Co-Head of the Competence Center for Regional Economics at the Lucerne School of Business (HSLU), part of Lucerne University of Applied Sciences and Arts. He holds a lic.rer.pol. in Economics and Geography from the University of Bern and additional didactic studies from HSLU. His professional experience spans over two decades, including roles as Head of the Competence Center, Project Manager, and international economic consultant with organizations like the UNDP and Swiss Development Cooperation.

Teaching focuses include Sustainable Development, Microeconomics, and Project Management in International Cooperation. Research emphasizes Public Financial Management, Fiscal Federalism, and Residential Economy. Notable projects include strategic frameworks for subnational PFM in Albania, energy transition visualization, and analyses of healthcare infrastructure impacts.

Publications span academic articles on participatory budgeting, policy reports on fiscal decentralization, and educational materials for economics pedagogy. He has advised governments in Kyrgyzstan, Vietnam, South Africa, and Albania on fiscal accountability and decentralization. Current work integrates digital technologies in governance and sustainable urban development strategies.

Key achievements include designing the 'Luzerner Toolbox' for building ownership management and moderating high-level workshops on procurement infrastructure for the South African National Treasury.
