Stacy J. Kosko is the Joel J. Feller Research Professor in the Department of Government and Politics at the University of Maryland, where she also serves as Director of the College Park Scholars International Studies program and a faculty affiliate of the Center for International Development and Conflict Management. She holds a PhD in Public Policy (2012) and an MS in Foreign Service (2005) from Georgetown University, with a BA/BS from Syracuse University (2000). Her research focuses on development ethics, human rights, and marginalized populations, particularly Roma communities and indigenous peoples. She has consulted for the World Bank and global NGOs, and co-edited *Agency and Democracy in Development Ethics* (Cambridge, 2019). A dedicated educator, she has received numerous teaching awards, including Excellence in Teaching (2019) and Distinguished Fellow (2014-2017). She leads UMD's Experiential Learning Working Group and serves on boards such as the Center for Values in International Development.
Her work emphasizes ethical project design, participatory action research, and experiential learning. She has organized major conferences on development ethics in Moldova (2018) and the U.S., securing significant funding. Her research bridges theoretical ethics with practical interventions, addressing challenges faced by vulnerable groups globally.
